The exchange of cryptocurrency for Russian securities, which are accounted for in Russia, after the law “On Digital Currencies and Digital Rights” comes into force, will follow a logic already familiar to stock market participants: as an exchange of some securities for others. Currently, this is not about an already functioning mass service, but about a scheme that will be launched after the law takes effect and digital depositories are prepared. This was reported by the Bank of Russia, clarifying the future scheme for working with digital currencies.

How the New Scheme Will Work

The Central Bank believes that for professional market participants, the mechanism will not be fundamentally new. Cryptocurrency will be accounted for in a digital depository, and securities—in the usual depository infrastructure. Therefore, settlement for the transaction will be distributed between two accounting circuits.

If the transaction is concluded through an intermediary—a broker, exchanger, or online digital currency exchange service—the exchange of securities for digital currencies will be settled in the depository and digital depository, respectively.

In general, the process will look like this:

  • The participant chooses an intermediary—a broker, exchanger, or online digital currency exchange service.
  • Securities are checked and accounted for in the depository infrastructure.
  • Digital currency is accounted for in the digital depository.
  • Settlement for the transaction takes place simultaneously in two circuits: for securities and for digital currency.

Such an operation is not like a regular bank transaction where money is transferred directly. Here, it is about exchanging assets: on one side there are shares, bonds, or other instruments, and on the other—digital currency, for example Bitcoin or stablecoins.

Which Securities and Digital Assets Will Be Allowed for Exchange

The law does not introduce a closed list of securities that can be exchanged for cryptocurrency. The Bank of Russia clarified that several types of instruments may be involved:

  • Shares—may be included in the exchange scheme if accounted for in Russian infrastructure.
  • Bonds—can also be used in such operations.
  • Shares of mutual investment funds—named among possible instruments.
  • Other instruments—the list will not be closed.

The scheme may also include foreign stablecoins. This is important for the market, since assets like Tether are widely used in settlements with digital currencies. At the same time, the quotations of securities must remain in rubles: it will not be allowed to set the price of shares or bonds directly in cryptocurrency.

How to Withdraw Cryptocurrency to Rubles

Several channels are usually used to withdraw cryptocurrency to rubles. They differ in speed, commission, limits, user verification requirements, and risk level.

  • Exchangers—the user sends digital currency to the service’s wallet and receives rubles to a card, account, or in cash, if such a method is available.
  • P2P platforms—the buyer and seller agree on a deal directly, and the platform helps hold the cryptocurrency until payment is confirmed.
  • Exchanges—cryptocurrency is sold on the trading platform, after which rubles are withdrawn in an available way.
  • Cards—rubles can be received by bank transfer, but such operations sometimes trigger additional bank checks.
  • Cash—the transaction is carried out through a cashier, office, or courier, so it is especially important to assess the reliability of the other party.

The general withdrawal scheme looks simple:

  • Choose an exchange method and compare the rate, commission, limits, and speed of crediting.
  • Check the service or counterparty: reputation, rules of operation, support, and refund conditions in case of error.
  • Create an application and carefully verify the details.
  • Send cryptocurrency only to the specified address.
  • Wait for rubles to be credited and keep transaction confirmations.

Legality, Taxes, and Exchange Risks

The exchange of cryptocurrency for rubles and the future scheme of exchange for Russian securities are different operations. In the model clarified by the Central Bank, digital currency is accounted for in a digital depository, Russian securities—in depository infrastructure, and settlement takes place through the corresponding accounting circuits. The price of securities must remain in rubles.

The main risks in ruble exchange are related to fraud, card blocking, loss of funds, and issues with confirming the origin of money.

  • To reduce the risk of fraud, you should not choose a service solely because of a too favorable rate.
  • Before exchanging, it is better to check reviews, the service’s operating period, clarity of rules, availability of support, and refund conditions.
  • Warning signs—time pressure, lack of contacts, requests to transfer money to third-party accounts, and non-transparent commissions.
  • To reduce the risk of card blocking, it is important to keep receipts, applications, transaction correspondence, and transfer confirmations.
  • Do not carry out a chain of similar operations without documents if the bank may request an explanation of the source of funds.

For taxes, it is important to distinguish between simply having a crypto wallet and income from transactions. If income arises from the sale of digital currency, it is better to keep documents for the transaction to calculate tax obligations and confirm the origin of funds. Before large transactions, you should check current notification and reporting requirements.

When the Exchange Will Become Available

The State Duma adopted the law “On Digital Currencies and Digital Rights” on July 21. The main part of its provisions should take effect on September 1, 2026.

The Bank of Russia emphasized that digital depositories will need time to launch cryptocurrency accounting and start conducting such operations. For Russia, this will become a new element of financial infrastructure, where transparent accounting, asset movement control, and risk reduction, including money laundering, are especially important.
