Starting September 1, 2026, Russian citizens will be able to transfer cryptocurrency abroad in two main formats: to their own wallets outside the country and to non-residents as payment for goods or services. The Bank of Russia emphasizes that along with this new opportunity, currency control requirements and anti-money laundering rules will remain in place. The basic restrictions are already clear: the transfer must fit the permitted format, and business transactions must be documented for the authorized bank.

This is an important step for the market: cryptocurrency is getting a clearer place in cross-border settlements. Money in digital form can be used not only as an investment asset but also as a payment tool in foreign economic operations, if the transaction meets the established requirements.

Citizens Will Be Allowed to Send Digital Currency to Foreign Wallets

The new regime should not be confused with a regular bank transfer. A money transfer through a bank and sending a digital asset via blockchain remain different by nature, even if in both cases the funds leave Russia.

A citizen will be able to transfer cryptocurrency to their own wallet opened abroad. It is also allowed to pay a foreign seller if goods or services are purchased from a non-resident. This can be Bitcoin, Ethereum, Litecoin, or another digital asset. When choosing, you should consider not only the coin’s name but also the network fee, confirmation speed, liquidity, and support by the required wallet, exchange, or service. The very possibility of a transfer does not cancel the verification of the origin of funds and the economic purpose of the transaction.

The regulator emphasizes that control will remain. Previously, a cross-border bank transaction went through traditional financial infrastructure, including SWIFT, but now part of the settlements may move to the digital circuit. But this does not mean a free regime without documents and checks.

How to Transfer Cryptocurrency Abroad

There are several ways to make a transfer, and each is suitable for its own task:

  • Centralized exchange: convenient if you need to buy an asset, store it in your account, and send it to an external wallet.
  • P2P platform: helps find a counterparty to buy or sell cryptocurrency, but requires special attention to the terms of the deal.
  • Exchanger: suitable for quick exchange; it is important to check the rate, fee, and service rules in advance.
  • Direct transfer between wallets: the simplest option if the sender already has the cryptocurrency and knows the recipient’s address.

The basic sequence looks like this:

  • Create or prepare a wallet that can be used abroad, and keep access to the seed phrase or keys.
  • Select a cryptocurrency taking into account the fee, network speed, liquidity, and support by the required services.
  • Check the recipient’s address and transfer network: a mistake in the network or address can lead to loss of funds.
  • Send a small test amount if the transfer is large or the address is being used for the first time.
  • Make the main transfer and wait for confirmation of the transaction in the blockchain or in the service interface.

Fees and Withdrawing Cryptocurrency to Fiat Abroad

The fee depends on the method of transfer. In a direct transfer between wallets, the network fee is the main factor. On an exchange, there may be additional fees for withdrawal, trading, or conversion. In P2P and exchangers, costs are often already included in the rate, so the final cost may differ from the visible fee.

If you need to receive fiat abroad, the process usually goes as follows:

  • Transfer cryptocurrency to an exchange, P2P platform, exchanger, or another service that supports asset sales.
  • Select a method for receiving fiat money: bank transfer, card, local payment system, or cash if such an option is available in the chosen service.
  • Sell the cryptocurrency at a suitable rate and check the final amount, taking into account fees and spread.
  • Receive fiat and keep transaction confirmations for possible verification of the origin of funds.

Advantages, Risks, and Choosing a Service

International cryptocurrency transfers have obvious advantages:

  • Speed: the transfer can be faster than a classic bank payment.
  • Independence from banking channels: the operation goes through blockchain or a crypto service.
  • Availability: the sender and recipient only need a suitable wallet or account on the service.

But there are also weak points that are important to consider in advance:

  • Volatility: the asset value may change before the exchange or settlement is completed.
  • Fees: in overloaded networks and with some services, costs can rise significantly.
  • Risk of blocking: an exchange, P2P platform, or exchanger may request proof of the origin of funds.
  • Legal consequences: the transfer must comply with currency and anti-money laundering regulations.
  • Loss of access: losing the seed phrase, keys, or access to the account can deprive the owner of funds.
  • Fraud: the risk is especially high in transactions with unknown counterparties and dubious exchangers.

A reliable service should be chosen according to several criteria: reputation, user reviews, clear fees, support, security measures, as well as licenses or registration where applicable. Before making a large transfer, it is wise to test the service with a small amount.

Foreign Trade Will Get an Additional Settlement Channel

For importers and exporters, the key change relates to foreign trade contracts. Participants in foreign economic activity will be able to use digital currencies and stablecoins in settlements with foreign counterparties.

This option is especially important amid the restrictions faced by international payments through traditional banking channels. Sanctions related to Russia’s invasion of Ukraine have increased pressure on cross-border settlements, so businesses are looking for alternative tools to fulfill contracts.

At the same time, a digital asset does not become a way to bypass control. Companies will have to confirm transactions to authorized banks. The documents will have to disclose:

  • Deal participants.
  • Transaction value.
  • Payment basis.
  • Other parameters for currency and anti-money laundering control.

What Assets Can Be Used in Settlements

In business turnover, digital settlements can mean different instruments. For quick comparison, it is convenient to divide them by type:

  • Cryptocurrencies: Bitcoin, Ethereum, Litecoin. Used for direct transfers between wallets, but speed and fee depend on the chosen network.
  • Stablecoins: Tether, USDC. Suitable for settlements where a peg to fiat currency and a clearer payment amount are important.
  • Tokens pegged to fiat currencies: used if supported by the wallet, exchange, or other service through which the settlement is made.
  • Public blockchain assets: can be used if the transaction participants, bank, and regulator understand the network, amount, and payment basis.

The contract’s obligation currency is of particular importance. The price can be denominated in Russian rubles, US dollars, or another settlement unit, but the transaction itself must be clear to the bank and regulator. If the counterparty is, for example, in the United States of America or another jurisdiction, this does not remove the obligation to confirm the legality and economic substance of the payment.

The Bank of Russia Will Determine the Procedure for Confirming Transactions

Detailed requirements for documents and procedures will be set out in a regulatory act of the Bank of Russia. It should establish how residents and non-residents present supporting documents to authorized banks for currency transactions.

The draft of such a document has already passed regulatory impact assessment. This means that the very possibility of cross-border settlements with digital assets will be provided for by law, but practical application will depend on subordinate rules.

This is a fundamental point for business. Paying a contract with cryptocurrency will not be enough: the transaction must be carried out so that the bank has documents confirming its legality, value, and connection to the actual supply of goods or services.

The New Regime Is Not Related to the Digital Ruble

From September 1, rules regulating the circulation of cryptocurrencies in the Russian market come into force. The Bank of Russia previously noted that transactions through intermediaries can be carried out by both qualified and non-qualified investors, but additional restrictions will apply to the latter.

This regime should not be confused with the digital ruble. The digital ruble is the national digital form of the Russian currency and operates on the Bank of Russia’s platform. Cryptocurrencies belong to a different category of digital assets and are governed by their own rules.

In the end, this is not about a complete transition of foreign trade to cryptocurrencies, but about the emergence of another legal instrument for international settlements. From September 1, 2026, it can be used by citizens and businesses, but only if currency control and anti-money laundering requirements are met.
