Why Russian Prices May Fall Below Global Levels

The head of the State Duma Committee on the Financial Market Anatoly Aksakov and crypto market participants point to several key risks. Before assessing the discount, it is convenient to divide them by how each factor puts pressure on the price of digital assets.

  • Sanction restrictions: they reduce the availability of external infrastructure and force participants to factor additional risks into the price.
  • Probability of asset freeze: the higher the risk of blocking or withdrawal problems, the more sellers and buyers may demand a discount to global quotes.
  • Lack of a unified digital depository: fragmented accounting complicates asset turnover and increases the risk of a price gap between the Russian and external markets.

In this model, cryptocurrency depends not only on global demand but also on local restrictions. Russia in this structure receives a separate set of infrastructure risks, because of which Bitcoin and other digital assets inside the country may theoretically be valued lower than on international platforms.

Infrastructure Becomes the Main Source of Risk

The scheme proposed by the Bank of Russia does not provide for a unified digital depository. This is exactly what causes additional concerns in the market: if accounting and turnover are distributed among different participants, a price gap may appear between the Russian and external markets.

In this context, the word discount means a decrease in the asset price relative to global quotes, not Discount (the bank). A transaction with digital currency in Russia may be valued with an adjustment for sanctions and operational risks, especially if it is important for participants to reduce the likelihood of blocking or quickly close a position.

Regulation Forms a New Market Contour

At the same time, deputies have completed the adoption of a package of laws that should regulate the circulation of digital currencies, counter fraud, and address lending issues. The legal framework for the market is already taking shape, although cryptocurrency regulation itself has not yet fully come into force.

Sanctions related to Russia’s invasion of Ukraine remain one of the main external factors for financial infrastructure. They can affect the discount through the risk of asset blocking, limited access to foreign platforms, and more complicated fund withdrawals. In this situation, market participants factor into the price not only the cost of the cryptocurrency itself, but also the likelihood that it will be more difficult to quickly close a position or transfer it outside the Russian perimeter.
